Ben Trego dies defending his twin sons from Indian attack. Separated, the two boys grow up very differently, one as Paul Marsden, the other as a cowboy named Three Word Brand. Paul becomes governor of Utah while Brand partners with George Barton in a ranch. The owner of the adjacent ranch plots to get Barton and Brand out of the way in order to control water rights. When Governor Marsden comes to the area to investigate, Brand sees the resemblance between them, though neither knows about his twin. Brand waylays Paul and takes his place as governor in an attempt to thwart the crooked rancher in the water rights scheme.

Riders of the Dusk is another of Monogram's formula Whip Wilson westerns. Since the studio couldn't build an entire film around Wilson's bullwhip prowess, a plot was called for. This time around, it's the one about a U.S. marshal who searches high and low for a mysterious masked desperado. The mystery angle is minimal, since seasoned movie fans will be able to determine the mystery person's identity within 15 minutes. As always, Andy Clyde is a tower of comic strength as Whip Wilson's grizzled old sidekick.

At the beginning of the Civil War, as federal troops start to build the first overland telegraph, Indians, who fear the wires, kill some of the linesmen. In response, Major Hammond, who oversees the troops, requests that President Abraham Lincoln send twenty thousand more soldiers to come to his aid. Lincoln grants Hammond's request, and sends along Capt. Allen, who is knowledgeable about Indians. At his new post, Allen discovers that a Confederate spy has been fomenting trouble with the Indians. Allen eventually uncovers the spy, makes peace with the Indians and wins the love of Dorothy, a young woman who lives at the post.

Visiting Denver for Christmas, Lin adopts Katie's abandoned son Billy, and soon afterwards, the cowboy meets and falls in love with the new station agent, Jessamine "Jessie" Buckner. Lin and Jessie marry, and the little family is happy until Katie, determined to be rid of her neglectful husband and marry Lin instead, appears and drives Jessie away. Realizing that Lin does not love her, Katie poisons herself, and Jessie returns to Lin and Billy.
